Mr. LEUNG is the Deputy Commissioner (Operations) of the IRD. His present portfolio in the Department includes information technology, taxpayers’ services, field audit and investigation, collection enforcement, business registration, stamp duties, training and administration. He is a member of the Hong Kong Institute of Certified Public Accountants and the Association of Chartered Certified Accountants.

Desmond is a Tax Partner of PwC Hong Kong’s corporate tax practice. He has demonstrated strong expertise in providing services to a large number of multinational and domestic clients, with industry focus on technology, consumer & industrial products, and the government sector. He has extensive experience in Hong Kong and international tax consultancy work including cross-border tax planning and corporate restructuring, tax planning for IPO, mergers and acquisition, tax ruling and investigation, HK stamp duty planning, debt financing structuring, etc. Desmond is a passionate speaker and takes part in different seminars or workshops organised by PwC, business associations, or government bodies. Desmond is a Council Member of The Taxation Institute of Hong Kong and a Member of the Hong Kong Institute of Certified Public Accountants.

Ms. Emily Chak

Tax Partner, PwC Hong Kong

Emily is a Tax Partner of PwC Hong Kong with over 19 years of experience.  She has extensive experience in providing corporate tax and business advisory services, serving both public sector clients and commercial clients in Hong Kong and overseas.  She has led numerous mergers and acquisition projects and regional advisory projects such as IPO planning, corporate restructuring, development of digital solutions, business advice and facilitation for overseas investments, etc.  Emily actively takes part in public speaking engagements for business associations or professional bodies in Hong Kong and China.  Emily is a Fellow of the Association of Chartered Certified Accountants, and a Fellow of The Taxation Institute of Hong Kong.  Emily serves as a committee member of the Taxation Committee, and the Shipping & Transport Committee for the Hong Kong General Chamber of Commerce.
